Over here I'm grad to comment
my opinion looks a PLE somehow Sun or possibly also Sun . And I think that you can not "develop" the (narrow sense) can (as they used an LMS). Things to do, is a) instruct students while gradually build their PLE and b) one side (ites provide), are drawn together by students at the info pages (elements of which PLEs). As the name already purports in some way: A PLE is a personal learning environment. And the needs of each individual / m learners themselves can be created and controlled. We form designers can only help the learners to create their PLEs and network.
And if the window to the world, respectively. the PLEs it "Firefox" (of course ;-) I also prefer) and is slightly more practical or IE and a little less practical, is it seems to me to be a subordinate issue. If someone likes to work with IE, then he / she will not fail due this fact in his PLE.
